A 26-year-old male part-time worker from the Kyoto city of Nantan was arrested on Thursday (Apr. 20) after a police officer caught the man on a riverbank using a video camera to film up the skirt of a second year high school girl who was sitting on the opposite side of the river.
According to reports, on the afternoon of April 20, the suspect was on the bank of Kyoto’s Kamo river, when at about 3 p.m. he used a video camera to shoot upskirt video (tosatsu) of a 16-year-old female high school student from Osaka City who was sitting about 35 meters (115 feet) away on the opposite side of the river.
A police officer who was patrolling the area noticed the suspect and approached him. The officer reviewed the man’s camera and found footage showing the inside of the high school girl’s skirt. The officer arrested him on the spot on suspicion of having violated an anti-nuisance ordinance.
The suspect has admitted to the allegations, reportedly telling police “I wanted to shoot upskirt video. I thought if I pretended to shoot video of the scenery I wouldn’t get caught.”
