As of April 4, Hyogo Prefectural Police had re-arrested a 28-year-old  man who allegedly traveled around Japan shooting upskirt videos of female shop clerks in order to sell online.

According to police, the suspect, an unemployed resident of Osaka City, named Masahiro Nagoshi, was arrested in March on suspicion of tosatsu (the shooting of illicit voyeur video/pictures). Although police released him from custody after his first arrest they continued investigating and uncovered that he had shot illicit upskirt videos of approximately 170 women from different parts of Japan. This led police to re-arrest Nagoshi on suspicion of defamation of character.

Police say that Nagoshi began a tosatsu website in January of 2015 and that he traveled to a total of 18 different prefectures in order to shoot the illicit videos, going as far as Okinawa in the west and Gunma in the east. During these trips he would target female employees working at department stores and boutiques with primarily female clientele.

While at these shops Nagoshi would strike up a conversation with female shop clerks and then use a camera hidden in a bag to film their faces, while at the same time using a camera attached to a selfie stick wrapped in cloth in order to film up their skirts. Reports have not revealed exactly how Nagoshi would hide the stick so as to not appear suspicious.

Reports indicate that Nagoshi would sell these videos online for anywhere from 2,500 JPY (23 USD) to 4,500 JPY (41 USD) per video. Given that tosatsu DVDs can be found for as little as 200 JPY, Nagoshi’s videos appear to have been fairly expensive.

Additionally, it has been reported that Nagoshi was fairly well-known online among lovers of tosatsu videos. His love of traveling earned him the online nickname “Panty Tora” (Pantsu no Tora-san). This nickname is a reference to the main character of Otoko wa Tsurai yo, a popular film series about a traveling salesman named Torajiro Kuruma, whose nickname was “Vagabond Tora” (Fūten no Tora-san).

After police investigated Nagoshi’s bank records they discovered that he had deposited approximately 60,000,000 JPY (540,146 USD) to his bank account over the span of two years. They suspect that these funds were obtained through sales of the illegal videos.

According to reports, videos featuring fashionably dressed women wearing old raggedy underwear and those of women with refined looks wearing thongs, were the suspect’s best-sellers.
